Guam Airport Extends Lotte Duty Free Concession to December 2026
A short-term contract extension for Lotte Duty Free avoids retail disruption at A.B. Won Pat International Airport while the airport authority evaluates bids for a new 15-year master concession.

The Guam International Airport Authority (GIAA) board has approved a short-term contract extension for Lotte Duty Free at A.B. Won Pat International Airport (GUM). The Korean travel retailer will continue to operate the airport's specialty retail and duty-free footprint until December 20, 2026. The move gives GIAA breathing room to finish evaluating bids for its long-term master concession.
The extension prevents an immediate commercial lapse when Lotte's existing lease expires on July 20, 2026. It follows emergency legislative action in May 2026, when Guam senators voted to permit a temporary extension to protect the self-sustaining airport's largest non-aeronautical revenue source.
During the legislative debate, Airport Committee chair Senator Jesse Lujan highlighted the financial high stakes of keeping the concessions active.
"We have to keep the lights on at the airport. The airport is the island's front door. But it is also a self-sustaining authority that lives or dies by its revenues."
To clear the way for the temporary extension, long-time rival DFS Group agreed to waive a restrictive provision in a prior legal settlement. The waiver resolved a critical dispute, as DFS and Lotte have been locked in litigation since Lotte ousted DFS from the airport in 2014. GIAA officials said the waiver was granted to ensure terminal stability and a seamless transition. Lotte's current lease had already been extended once to compensate the operator for severe disruptions caused by the pandemic and Typhoon Mawar in 2023.
While Lotte continues its daily retail operations, GIAA is moving forward with its Request for Proposals (RFP) for the new Specialty Retail Master Concession. The upcoming tender offers a ten-year base term, a five-year extension option, and roughly 22,038 square feet of duty-free space, which includes a dedicated Gucci boutique. The bidding window closed on May 29, 2026.
GIAA Executive Manager John Quinata said the five-month extension reduces operational risk while a selection committee evaluates incoming proposals. By keeping Lotte in place through December, the airport ensures uninterrupted service for its primary passenger routes from Japan and South Korea while finalizing its long-term commercial layout.
